Everly, PVDB's Managing General Partner, for his understanding of construction, his knowledge of local codes, and most importantly his long-term relationships with numerous state, county, and city officials.

Since his retirement in 1995, Everly has become increasingly involved in local politics, first as an ardent activist and now as a registered lobbyist.

While it is unnecessary to "fight city hall" in every matter, it is Everly's belief that a properly prepared developer has a far better chance of successfully negotiating zoning and variance changes by educating Planning/Zoning members, city council members, and approving staff members.

Everly does most of his client lobbying in Phoenix, where he is most familiar with local ordinances and procedures. However, his range of contacts, knowledge of approval procedures, and willingness to utilize those resources extends to neighboring Valley communities.
